C Hall is also divided into east and west wings, and features a courtyard. The ground level of the west wing was used as a kitchen: on one side are 3 large Chinese woks, on another side two rows of electric rice cookers. It served the meals of everyone in the prison. On the upper level is a canteen.
A Hall was initially a reception room. On the lower level there are also prayer rooms, barber rooms and toilets. The upper level was used to hold light offenders for example debtors. In late 1981, with the Victoria Prison repurposed to hold illegal immigrants, the immigration department set up a liaison office at A Hall to deal with the repatriation and emigration of illegal immigrants and Vietnamese refugees.
