D Hall, completed in 1858 as a 3-storey building, is located at the centre of the Victoria Prison. At the ground floor of the west wing are the prison cells. The flooring is smooth granite; the ceiling is arched and built from bricks. The early prison cells follow the British design: the walls are thick, the window small; the prison cells line both sides of the corridor; the environment was dark and ventilation was poor. One can see the stone candleholders from the old days set at high places along the walls; they were used to hold candles or oil lamps. Nearby are tiny ventilation holes; later electric fans were installed to improve the ventilation.

On the first floor were the hospital and a psychiatric ward; the latter was established in 1961 and closed down in 1972 when the Siu Lam Psychiatric Centre commenced services. The 2nd floor accommodated youth detainees and was once used as a nursery. On the walls one can still see pictures of cartoon characters for example Mickey Mouse and Donald Duck. The ceiling of this floor is lower than other two floors, and the windows are larger. The original pyramid roof was later changed to a level roof.

The ground floor of the east wing of D Hall also houses prison cells. At the end of the corridor is a room in which a stone bed is placed. Groves are carved to the centre of the bed. This is the morgue of the prison. In the old days, before disposing of the bodies, the blood is let out here.
