The wild wave of venereal diseases continued to invade Hong Kong. In 1857, the Hong Kong Government enacted a new law to make it mandatory for patients with venereal diseases to receive treatment. Moreover, prostitutes were to have regular body check-ups, otherwise the brothels they worked for would not get the operation licenses renewed. As the legal regulation stipulated that prostitutes infected with venereal diseases had to stop serving clients, many infected girls would turn to the market of illegal brothels. This eventually led to the rise in the value of the prostitutes of legal brothels who had formal proofs. In 1861, a new hospital for venereal disease was officially established in the architectural complex of the Government Civic Hospital. It was an important move to make remedy for the sex industry.
